Inspect and backfill missing voice-character fields

Run an idempotent self-check and backfill on the voice character: walk every not-deleted style that already has an upstream binding,
fetch ASR text and audio duration and recompute for styles missing baseSpeechRate (base speech rate), then persist.

This endpoint never returns an error: every exception (voice parse failure, upstream call failure, persist failure) is swallowed internally;
the response is always 200 (routes/voice/prompt.js:296-338). It can therefore only be used as "best-effort repair", not to judge whether a voice is healthy.

actions is a top-level field (not under data) listing the backfill actions actually performed this time.
It is an empty array [] when nothing was backfilled, or when the voice cannot be parsed. The current implementation only ever produces the value speech_rate_backfill.

Legacy alias: /api/tts/voice/{id}/check — still supported for backward compatibility; use the primary path for new integrations.

Error responses take the shape { status, code, message, requestId? }. code is always the parent code — sub codes only change message and never appear in the body. requestId is present only on reportable-tier errors, so use the X-Vocu-App-Request-Id response header when troubleshooting (it is written unconditionally on every response).
