Trigger automatic re-upload of professional-cloning artifacts

For a voice character in lora-awaiting-auto-reupload, automatically re-upload using the historical artifact recorded in metadata.loraPromptId; the caller need not supply an artifact ID.

This endpoint has a single path; there is no /api/tts/voice/... compatibility alias. The request body is ignored.

Status must be exactly lora-awaiting-auto-reupload; any other status returns 400 VOICE_INVALID_STATE.

Admin relaxation: when role = admin, voice ownership is not checked and soft-deleted voices are not excluded (routes/voice/index.js:587-589),
for ops-side bulk recovery. Regular users are still limited to their own not-deleted voices.

A missing / illegal historical artifact ID, or a missing artifact file on disk, returns VOICE_LORA_ARTIFACT_MISSING.

There is a 30-second concurrency lock on the "user + voice" dimension; a duplicate submit returns 429 RATE_LIMIT_CONCURRENT.

Error responses take the shape { status, code, message, requestId? }. code is always the parent code — sub codes only change message and never appear in the body. requestId is present only on reportable-tier errors, so use the X-Vocu-App-Request-Id response header when troubleshooting (it is written unconditionally on every response).
